Hill Top Festival

Hill Top Festival is a Goa Psytrance festival staged at the long-running HillTop venue in Vagator; the venue's trance heritage is clear, but the dedicated festival's founding chronology is still uncertain.

Hill Top Festival at a glance

Hill Top Festival is a dedicated festival expression of the much older HillTop party venue in Small Vagator, Goa. The distinction matters: HillTop's restaurant/party and trance-scene history predates the multi-day festival brand by decades, and those histories should not be collapsed into one founding year. The HillTop family business dates to the 1970s and later became a major platform for psychedelic trance.

Hill Top Festival itself is a psychedelic trance festival organised by Starling D'Souza and his team. The festival now uses the same Vagator venue for multi-day Psytrance programming. The dedicated festival's first year is still uncertain.

How Hill Top Festival evolved

HillTop the venue is older than Hill Top Festival. The 2026 edition was scheduled for 5–8 February at HillTop with three stages and Psytrance at the Main Stage. On 5 February, however, the Goa State Pollution Control Board ordered Hill Top Bar and Restaurant to suspend operations for two months after repeated noise-limit breaches and failures in real-time monitoring.

The enforcement action coincided directly with the festival dates and materially disrupted the event. What parts of the festival were relocated or completed is still uncertain.

Music, programming & dancefloors

Hill Top Festival's clearest identity is Psytrance. Goa’s historical trance culture is central to the festival’s setting and lineage, but the programme is not primarily a Goa Trance festival., Psytrance is therefore the sole high-confidence association.

Role in psytrance festival culture

HillTop is culturally important because the venue forms part of Goa's long transition from hippie-era gathering culture into organised Psytrance nightlife and festival culture. The festival draws on that established Vagator identity instead of appearing as a detached touring brand. The neon/psychedelic visual environment of the palm-grove venue, international artist network and long-standing local party tradition make Hill Top a significant meeting point for Goa's seasonal trance community.

At the same time, the 2026 noise-enforcement action demonstrates an important modern tension between Goa's global nightlife reputation and local environmental/regulatory constraints.

Place, setting & atmosphere

Open-air/tropical venue setting at HillTop in Small Vagator, North Goa. Environmental discussion is dominated by noise regulation , not a sustainability programme: the Goa State Pollution Control Board ordered a two-month suspension in February 2026 after repeated noise-limit exceedances and failures to transmit monitoring data. No specific sustainability programme is established.

What sets Hill Top Festival apart

Venue lineage reaches back to the 1970s, while the dedicated Hill Top Festival chronology is still uncertain. These remain conflicting historical conventions. The 5–8 February 2026 festival was scheduled with a Psytrance Main Stage, experimental/underground Genesis Stage and Chill Top/experimental area.
